Reason for selection In Point 53 of the concluding observations on Taiwan’s Third National Report on the Two Covenants, the IRC recommended that the NHRC should conduct a nationwide inquiry into systemic eviction and forced relocation, including the negotiation process, cases referred to the review committee, and issues of civil lawsuits against “informal settlers”. The IRC also recommended that the NHRC should set out clear supporting guidelines for international human rights standards (such as General Comment No. 7 issued by the UN Committee on Economic, Social and Cultural Rights) as the basis for its inquiry. 2.
