torture, human rights infringements, and all forms of discrimination in
accordance with the NHRC’s Standard Operating Procedures for
Handling Human Rights Petitions and Grievances and should launch
a pilot program for accessible services. If a case is eligible for
administrative appeal, litigation, or state compensation under other
regulations, the NHRC should refer the case to the competent authority
for processing to ensure that victims receive actual remedy.
Furthermore, psychological and legal counseling services should be
provided for victims of human rights infringements.

Finding a solution to prevent human rights infringements through
careful handling of human rights petitions and complaints, with the
ultimate goal of improving human rights in Taiwan.
