Discussion by the NHRC Members and Consultants
Advisory Meeting
The NHRC referred the four major strategies and 28 topics
to the NHRC Members and Consultants Advisory Meeting,
during which some consultants shared their concerns that the
extensiveness and number of topics might make it difficult
to achieve our goals within four years and suggested that the
NHRC evaluate the immediacy and significance of the
topics.

Forging a consensus
To address the various concerns raised by the consultants,
the NHRC held a two-day consensus workshop on April 30
and May 1, 2023 during which all NHRC members took part
in in-depth discussion and ultimately selected 21 topics to
give priority to due to the limited manpower and capacity of
the Commission. These topics were derived from six major
categories: matters requiring the NHRC’s execution
according to the concluding observations on each
international covenant, the NHRC’s topics of concern from
the concluding observations on each international covenant,
independent opinions, research and planning projects,
regulatory improvements, and matters pertaining to the
NHRC’s authority and operations.

Over the course of May 2023, the entire NHRC body
