Learning (as it relates to MEAL) is about reflecting on the information gathered through MEAL processes and what it teaches you. It can result in MEAL Framework and/or Plan adjustments. Long-term outcomes The lasting impacts and changes your NHRI is working towards. MEAL (acronym) Monitoring, Evaluation, Accountability and Learning. MEAL activity Actions you take when implementing your MEAL Framework and Plan. MEAL data The information that is collected when monitoring and evaluating an activity or intervention. MEAL Framework The overall high-level structure that explains the situation/ issue and identifies the inputs, activities, outputs, and outcomes. The MEAL Framework is typically developed prior to the MEAL Plan. MEAL Plan The plan of action that operationalises the MEAL Framework. The MEAL plan provides information on why the MEAL is taking place, its focus, who is involved, how it will be carried out, by when, and how much it will cost. MEAL stocktake An audit of your NHRI to assess what MEAL practices your NHRI is currently doing: what you can build on, what is working well, what is not working so well and where the gaps may be. Monitoring Tracking the progress of your work towards the planned outcomes. NHRIs (acronym) National Human Rights Institutions. Outcomes The changes and impacts that your NHRI is working towards. They can be short-term, medium-term or long-term. Outputs The immediate result or product of an activity. Proxy indicator An indicator that does not directly measure your outcome but provides approximate evidence of change. Short- and medium-term outcomes The changes you expect to see in the short and medium-term as a result of your inputs, activities and outputs. Targets The value of an indicator expected to be achieved by a specified point in time. 5
