Foreword from the Chairman I am very pleased to present the Annual Report of the National Human Rights Commission, Bangladesh for the year 2018. Like the previous year, 2018 is also a remarkable period for the Commission to uphold the track-record of institutional development along with expansion of thematic activities for awareness building maintaining collaborations with all relevant stakeholders in much deeper cohesion and achieving greater rapport and successes. Gradually, the Commission is getting its manpower increased and meanwhile its budget and logistics have been almost doubled. Government is increasingly recognizing the importance of the Commission and pronouncing positive commitment that it would be strengthened to meet the demand of the time. The Commission is hopeful of having all its requisite reformations within shortest possible time to reach the guidelines of the Paris Principles and international standard of a NHRI. As per NHRCB’s erstwhile proposal Government has just made a sanction of 40 posts which is under process of recruitment. But the Commission aspires to getting further increase in manpower and logistics in near future. The Commission continues exerting efforts on its different mandates like keeping vigilance on violations of rights, reviewing the needs for framing or reframing certain contextual laws and rules, prescribing guidelines and recommendations to different Ministries regarding curving sexual harassment, dealing with narcotics drive with due care and caution so that right to life is retained, handling students’ movement on issues like quota in job and road-safety in such manners that human rights are kept intact. The Commission also embraces initiatives to look into the complaints of victims from all strata of lives; complaints of serious nature are dealt with suo-moto cognizance emphasizing on quick investigation and seeking speedy justice for the victims. The Commission receives altogether 728 complaints in 2018, of which 589 is disposed of. Disposal of complaints receives a new tempo under the Full Bench of the Commission. The Commission is committed to promoting and protecting human rights and believes in an inclusive society where no one would be left behind. Incidentally the chief motto of SDGs is also the same. In 2018, NHRCB organizes several programs on SDGs and Human Rights exploring how we can best add value to the implementation of SDGs. Most of the goals and targets of the agenda 2030 are directly or indirectly related to human rights. NHRIs can play a vital role in ensuring that society remains aware and engaged in implementing and monitoring SDGs. As for NHRCB’s token
