THE IMPLEMENTING RULES AND REGULATIONS OF REPUBLIC ACT NO. 9710, OTHERWISE KNOWN AS THE "MAGNA CARTA OF WOMEN" Pursuant to Section 44 of Republic Act No. 9710, An Act Providing for the Magna Carta of Women, the following Rules and Regulations are hereby promulgated: RULE I GENERAL PROVISION SECTION 1. Title -These Rules and Regulations shall be known and cited as The Implementing Rules and Regulations of Republic Act No. 9710, otherwise known as the "Magna Carta of Women." SECTION 2. Purpose - These Rules and Regulations are hereby promulgated to prescribe the procedures and guidelines for the implementation of the "Magna Carta of Women" in order to facilitate the compliance therewith and to achieve the objectives thereof SECTION 3. Construction These Rules and Regulations shall be liberally construed in favor of women in order to promote the principles and rights of women and to achieve the objectives of the "Magna Carta of Women." SECTION 4.
