How the Human Rights Movement in Supply Chains is Transforming Distant Water Fisheries On December 7, 2022, the NHRC held the “2022 Forum on Migrant Workers’ Human Rights in Taiwan,” focusing on corporate sustainability and protecting migrant workers’ rights. The forum invited Yang Ming Chiao Tung University’s College of Law Associate Professor Chiu Yu-fan to introduce the topic. Other participants included Lin Ying-chun, Assistant Professor at Central Police University’s Department of International Police Science; Sun Yu-lien, Secretary General of the Taiwan Labor Front; Dr. Swann Bommier, Advocacy Director of Paris-based environmental NGO BLOOM ; and Lin Chuan-neng, Deputy Minister of Economic Affairs. The panel aimed to explore corporate sustainability and accountability in global value chains within the context of economic globalization. During the introduction, Commissioner Lai Chen-chang noted the increasing global emphasis on labor rights in supply chains, citing standards such as the Responsible Business Alliance (RBA) and SA8000 certification, which require employers to bear the costs associated with hiring migrant workers and minimize their cross-border migration expenses to prevent exploitation by intermediaries. Special guest Dr. Bommier joined remotely to share insights on government roles in supply chains and international legislative trends. Dr. Bommier gave a presentation on “Pursuing Judicial Justice: Addressing Corporate Impunity through France’s Duty of Vigilance Law,” offering an international perspective. He emphasized that, under the UN Guiding Principles on Business and Human Rights Principle 11 (UNGPs), 92 businesses are responsible for respecting and upholding Article 11 of the UNGPs: “Businesses should respect human rights. This means that they should avoid infringing on the human rights of others and address adverse human rights impacts with which they are involved.” 92 110
