Lastly, requiring distant water fishing businesses to conduct supply chain due diligence.86 The Fisheries Agency acknowledged the historical complexities surrounding the management of foreign crew. They emphasized that applying the Labor Standards Act universally would require high-level policy decision-making. Nonetheless, the agency did highlight several recent improvements. First, over 80% of distant water fishing vessels were inspected in the past two years, with compliance rates of 89% for working hours and over 95% for wage payments. Second, strengthened intermediary management, including increasing NGO participation in evaluations and commissioning third-party interviews with crew members to assess satisfaction.
