Bommier elaborated on France’s Duty of Vigilance Law, which mandates that companies headquartered in France with more than 5000 employees identify potential human rights risks in their operations and take effective measures to prevent violations. He provided real-world examples of human rights abuses by major global corporations, such as the displacement of residents due to oil and gas pipelines in Uganda, corporate non-compliance with the Paris Agreement’s carbon reduction goals, deforestation and modern slavery linked to Amazon retail partner Casino Group, and other cases involving international NGOs focusing on distant water fisheries and marine conservation. Bommier stressed the interconnected nature of Taiwan’s and the world’s supply chains, highlighting the need for continued dialogue to foster progress. He underscored the importance of developing better mechanisms to protect human rights and the environment. (1) Practices of seafood traders FCF Co., established in 1972, is one of the world’s top three skipjack and tuna trading companies. Initially focused on serving fishing catch suppliers—primarily fishing operators—FCF specialized in trading and built a supply chain service for operating fishing vessels. Its main business includes trade, logistics, transportation, and operational support services for distant water fisheries, such as vessel resupply. The NHRC interviewed Chiang Hui-sung, an associate manager at FCF, to better understand human rights issues within the fisheries supply chain. She explained that FCF positions itself as “a leader in sustainable fisheries, a pioneer in responsible seafood sourcing, a practitioner of seafood traceability, a defender of fishers’ labor rights, and a global advocate for ESG principles.” Since 2021, FCF has engaged international third-party auditing firms to conduct audits focusing on two areas: the management systems of fishery companies and the practical operations of fishing vessels.
