VI. Summary of the Implementation of the Interim
Action Plan for Fisheries and Human Rights
The Action Plan was launched by the Executive Yuan to systematically
improve the rights and welfare of fishers, particularly addressing the labor
rights of over 20,000 migrant fishers employed under the overseas
employment system. This national human rights initiative leverages interministerial collaboration to institutionalize labor rights enhancements for
foreign crew members across seven core strategies. Approved on May 20,
2022, the plan underwent a review and revision on July 25, 2023, with an
emphasis on bolstering communication and safety measures for crew
members and increasing budget allocations.
During an interview, Director Lin Ding-rong highlighted that the
Action Plan is a four-year rolling review initiative, “We aim to address the
structural issues comprehensively and strengthen enforcement to improve
the global perception of labor rights in Taiwan's fisheries industry. The
goal is to align with international standards while dispelling negative views
of distant water fisheries.”
