CHAPTER 2 It was reported by the officers-in-charge in the various states and by the teachers-in-charge in the schools that there has been significant improvement in the children’s discipline, attitude, and knowledge of human rights, particularly child rights. In some schools, the children are even included as part of the HRBPS committee. Children were allowed to run their own activities with the guidance of the HRBPS teacher in charge. (b) Schools for Orang Asli Children As reported previously, not many issues raised in the previous annual reports have been resolved by the respective responsible agencies. Issues including financial aid for the poor (KWAPM), transportation, and teachers’ attitudes and approaches towards Orang Asli children are still common complaints made by parents. Children’s attendance and dropout rates in the interior are also issues that have yet to be resolved effectively by the agencies concerned. The Commission is still of the opinion that the MOE must give serious consideration to the teaching and learning of Orang Asli languages and Indigenous Knowledge, as provided for in Article 14 and Article 15 of the UNDRIP. The Commission is also steadfast in its opinion that JAKOA and the MOE should give serious consideration to the setting up of Community Schools in settlements where there are no schools within the vicinity. These schools can introduce literacy and numeracy besides teaching arts and culture, which includes the language of that particular community. The Commission also suggests that these schools deploy the community itself to manage the schools with financial aid from the relevant agencies. In 2016, the Commission visited SK RPS Banun in Gerik, Perak. This is one of four schools selected by the MOE for the implementation of the K9 programme. K9 is a programme where Orang Asli children are schooled for nine years starting from Year 1 to Form 3. A special elective subject, agriculture, is offered to secondary-level children in the school.
