CHAPTER 2 20-21 August a) Screening of “Stories From My Father” - a documentary film about the detention experiences of a former Internal Security Act (ISA) detainee. b) Panel discussion titled “Do Malaysians Condone Torture?” c) ‘Wheel of Torture’ game - A game that requires participants to spin the wheel and randomly select a question concerning torture or the CAT to be answered. d) Information booth on the campaign and the CAT. e) Petition calling for Malaysia’s Accession to the CAT. These activities were held in conjunction with Pusat KOMAS’s 2016 Freedom Film Fest (FFF). 24-25 September a) Forum titled “Suffer for my safety?”. b) ‘Wheel of Torture’ game. c) Exhibition on the tools of torture, as well as information on the CAT and torture prevention. d) Petition calling for Malaysia’s Accession to the CAT. These activities were held in conjunction with the Art for Grabs event. The campaign activities attracted members of the public from various age groups, particularly young adults and university students who showed interest in gaining more information about the campaign and the CAT. The Commission also appreciates the participation of representatives from Government agencies, particularly the Ministry of Home Affairs during the panel discussion and forum held on 20 August and 24 September, respectively. Among the points brought up during the panel discussion titled “Do Malaysians Condone Torture?” were as follows: i) The definition of torture in the context of the UDHR as well as in the context of the CAT. ii) The need to document incidences of torture in places of detention. iii) The need to review existing laws that deal with acts of torture and to assess whether there are adequate safeguards to prevent the abuses of these laws. iv) The need for collaboration among various stakeholders to advocate for Malaysia’s accession to the CAT. v) The Government’s reluctance to accede to the CAT. vi) The need to promote greater awareness towards changing civil society’s tolerance towards torture. The forum titled “Suffer For My Safety?” highlighted substantial concerns regarding the use of torture against terror suspects, particularly whether such use would actually be effective in protecting the country from terrorism.
