Promotion of Human Rights Literacy and Awareness 12.33 As indioted earlier in this repon, the studies on the three major projects undertaken onbehalfof the •Jx)mmission, viz., State of the Art Forensic Sciences: For Better Criminaljustice, Large Volume PLrenterals: Towards Zero Defect and Quality Assurance in Mental Health, were released by ShriX.K.Advani, Home Minister of India, in a brief ceremony on 10 June 1999. The Commissio* adopted the recommendations contained in these studies and copies ofthese were sent to the joncemed authorities in the Centre and the States requesting them to take acdon to implem ent the recommendations contained therein. The Commission is pursuing this matter. 12.34 During iie year under report, the Commission, in collaboration with UNICEF, organized a seaes of Regional Workshops on the role of the electronic media in promoting the r^ht of the child to be protected from sexual exploitation and abuse. The workshops were leld in Goa in October 1999, in Ranchi in November 1999, and injaipur in February 20()L In this series, a concluding workshop was scheduled to be organized in Puri in May 2300. 12.35 It will be recalled that the Commission had set up a Chair on Human Rights at the National Instcute on Human Rights in the premises of National Law School of India University, Bangaore. During the year, the Commission received reports on the following Research Projects that had been referred by it to the NIHR: □ Imminent problems connected with the spread of HIV infection and human rights concerns of privacy and dignity of HIV positive persons. □ The First Ootional Protocol to the Intenational Covenant on Civil and Political Rights and #ie question of its ratification by the Government of India. □ The Second Optional Protocol to the ICCPR and options before India. □ Internationa Convention on the Protection of the Rights of all Migrant Workers and their Fajiilies: a plea for India's ratification. □ Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishmeat: the case for early ratification. □ The questior of jurisdiction of human rights courts under Section 30 of the Protection of Human Rights Act, 1993. □ Right to Speedy Trial, a compendium of guidelines for speedy trial derived fixim the decisions of the Apex Court of India. □ Eye donation and transplantation ofcornea: national and international dimensions. □ Narcotic Dru^ and Psychotropic Substances Act: agenda for reform from human rights perspeaive. □ Group Accidei t Insurance Scheme for Fish Workers—an analysis and a proposal. 12.36 The Commi=sion has initiated action, as appropriate, on these reports. 81
