Conclusion The situation in Rawalpindi Central Jail/Adiala leaves much to be desired. The situation of prisoners is abysmal - torture, inhuman and degrading treatment, daily extortion of money coupled with lack of food, proper sanitation and housing makes the entire facility one of human degradation. Staff, remain un-sensitized and deeply entrenched in a mafia-like system. There is little or no accountability. Overcrowding, violence, sexual abuse, and other conditions pose grave risks to prisoner health and safety. Mistreatment of prisoners is far too common phenomena. Few voices speak out against the system for fear of retaliation and further abuse. Umpteen laws and institutions have been set up to ameliorate the justice system and the condition of prisoners but to no avail. Laws are not properly implemented and relevant rules - as seen in LAJA and the JJSA 2018 - not notified. Duplication of tasks and resources further compound matters. Once people go to jail, whether as under-trial or convicted prisoners, they vanish from the sight of society and are thrown to the mercy of a system that feeds upon the weak and the vulnerable. It is the few brave ones like Shahab that have the courage to question the cruelty of the system and demand change. It is hoped that they will pave the way for many more to speak out against the cruelty and abuse at Rawalpindi Central Jail. 31
