Furthermore, there’s rarely enough food to appropriately nourish the inmates. According to report by the IG Prisons, ‘Due to shortage of sui gas, firewood is being used and the old tandoor is the cause of the half-baked roti…Repair of roti plant with the help of philanthropists will be done within a week”. During NCHR’s visit, we saw firsthand the miserable quality of the food which was semi-cooked and inedible. (Pictures of the roti served to inmates is at Annex F) 18. Improving the Infrastructure of Central Jail, Rawalpindi Pakistan’s prisons are in dire need of reform. Overcrowded, underfunded, and mired in corruption. As of October 1, 2017, Pakistan’s occupancy rate in prisons was an alarming 157%. There were 84,287 inmates in 112 prisons administered by provinces/Administrative Territories (ATs). This number exceeds the authorized capacity, of 53,744. At Central Jail, Rawalpindi, the number of inmates is 6098, but the Jail only has the capacity to accommodate 2174 prisoners. In 2020, a C&W project to construct a 7 multi-story barracks to accommodate 1000 prisoner at a cost of Rs. 374.98 was approved but construction is far from its 36 months’ timeline. Furthermore, due to shortage of water, the sewerage system and washrooms are in a dismal state. Jail authorities are working with philanthropists to finalize an 800-foot water boring project to help alleviate the miserable condition of the latrines. Additionally, there are only 28 Public Call Booths for the 6098 inmates housed in Adiala Jail. Overcrowding affects not only the requirement of adequate space for the prisoners but also their health, hygiene, nutrition, access to available resources, right to be housed separately from certain other categories of prisoners, as well as their safety and security. Furthermore, 66% of the total number of inmates in Pakistani prisons are undergoing trial.
