THE CONSTITUTIONAL LAW OF TURKMENISTAN
On the Approval of the Constitution of Turkmenistan
in the new edition
(The Gazette of the Mejlis of Turkmenistan, 2016, No. 3, Article 131)
In the era of power and happiness, the activity of implementing the wise policy of the
President of Turkmenistan, which meets the vital interests of every citizen, the entire people
of our country, allowed the native Motherland to attain labour victories and high
achievements.
We are proud to realize that the policy pursued in our country, the great deeds carried out are
at the origins of the transition to modern market relations in the economy and the affirmation
of the values of civil society, the successes achieved in the economic, political and sociocultural development of Turkmenistan.
It is a sacred thing for everyone to show a high example of service to the Motherland, to the
people, daily proving this with the best examples of their creative work in the name of the
Motherland, contributing to the implementation of a wise policy imbued with high ideals,
carried out in the name of a bright future of the Motherland and a happy life of our people,
guaranteeing a calm, prosperous and happy life of every citizen.
In order to address the task of improving the social and state-political structure of our
independent, permanently neutral Motherland, put forward by the President of Turkmenistan
in a new era of development of our country, to ensure the creation of a reliable constitutional
legal framework for reforms related to the full transition to a market economy, to help
accelerate the pace and scale of social, economic transformations being carried out in our
country, further democratization of the state and public life of Turkmenistan, improving the
activities of state authorities, the Mejlis of Turkmenistan, taking into account the consolidated
proposals received from state authorities, public associations, citizens on the approval of the
Constitution of Turkmenistan in a new edition [version], making amendments and additions
to it, discussed by the Constitutional Commission for the Improvement of the Constitution of
Turkmenistan, which were submitted for consideration by the meeting of the Council of
Elders of Turkmenistan, in accordance with Article 63 of the Constitution of Turkmenistan:
Article 1. Fully approve the proposals of the Constitutional Commission for the improvement
of the Constitution of Turkmenistan on the approval of the Constitution of Turkmenistan in a
new edition, making amendments and additions to it.
2. Approve the Constitution of Turkmenistan in a new edition, making amendments and
additions to it (attached herewith).
