The office of the Human Rights Commissioner and National Centre for Human Rights were established by Presidential Decree in 2002.
The Centre aims at protecting human rights from encroachments from state officials, ensuring the development of legislation, elaborating and introducing educational programs. The Commissioner closely cooperates with NGOs, mass media and international organizations in the fulfilment of its mandate. The principles of the Commissioner's activities are publicity, objectivity and impartiality.
