Core Group on Women 3.13.1 Core Groups consist of eminent persons or subject ma er experts or representa ves of Government or technical ins tu ons or NGOs in a given field, such as health, mental health, disability, or bonded labour, and so on. These groups render expert advice to the Commission. Mee ngs of the Core Groups are organised periodically at regular intervals or as and when deemed necessary. Core Group on Criminal Jus ce System Reforms 3.14 Special Rapporteurs and Special Monitors 3.14.1 The Special Rapporteurs and Special Monitors of the Commission are human rights experts who are specifically appointed with the direc ve to report and advice on human rights concerns from a thema c or state-specific perspec ve. The system of Special Rapporteur and Special Monitor is a central element of the NHRC machinery and covers all human rights: civil, poli cal, economic, social and cultural. In addi on, they cover sensi ve issues like child labour, bonded labour, disability concerns, etc. and spread awareness among the people about the provisions contained in the PHRA from the point of view of seeking redressal from the NHRC in case of viola on of their rights or that of others.
