Part II The law: International human rights law and disability Section II Other international and regional human rights instruments and disability In 2011, the relevant treaty monitoring body – the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities – issued a famous general observation in 2011 to the effect that it intended to read the relevant provisions of the OAS Convention dealing with legal capacity issues in line with article 12 of the UN CRPD.236 The OAS declared a Decade for the Americas on the rights and dignity of persons with disabilities (2006–2016), which includes a program of action on disability.
