www.lawcommission.gov.np (8) A Bill which does not require the consent of the Provincial Assembly or a Bill accepted by a majority of the Provincial Assemblies pursuant to clause (5) shall be adopted by at least two-thirds majority of the total number of the then members of both Houses of the Federal Parliament. (9) A Bill adopted pursuant to clause (8) shall be submitted to the President for authentication. (10) The President shall authenticate the Bill submitted pursuant to clause (9) within fifteen days from the date of its receipt and the Constitution shall get amended from the date of authentication. 163
