Statistics of complaints received:
In total, the HRCSL received 6641 complaints in 2018. This is compared
to 7711 complaints received in the previous year. The highest number of
complaints for any individual category, amounting to 22.6% of received
complaints was in relation to violations of personal liberty, including
torture in custody and arbitrary arrest and detention. While,
numerically slightly less than in the previous year, this category of
complaints has increased proportionately. Interestingly, while
remaining the second and third highest number of complaints received,
the year saw a considerable decrease in the number of complaints of
violations relating to the inaction of government authorities by 28%
from the previous year and a dramatic decrease in employment related
complaints from 1294 to 701(a decrease of 46%). Out of the 6641
complaints received, 3260 were received by the regional offices, while
the remainder was received by the Head Office.
