the level of programs designed for the beneficiaries and their families. The
said standards also aim at achieving the integration of persons with
disabilities in social life in general and ensuring the quality of services
provided to them. Furthermore, there are specialized training programs on
these standards to maintain quality and raise the level of staff working on
them, in addition to providing modern technologies.
In this connection, the following observations can be mentioned:
1. Despite what is said about the quality of specialized habilitation and
training centers, they are criticized, whether governmental or nongovernmental, for not being distributed equally on the territories of
the Kingdom.
2. It is also shown that there is a need to raise awareness in order to
increase attention to this right and the different habilitation services
and habilitation programs. This right is guaranteed to persons with
disabilities by international standards and national legislation and
available in some centers involved in the provision of services to
persons with disabilities. However, the low quality of those services
and the weak capacity of qualified persons who are trained on
habilitation and habilitation programs for persons with disabilities
prevent such services from reaching all beneficiaries, at high rates.
3. The lack of physical therapy centers for the treatment of persons with
disabilities, especially in areas outside the governorates, which
increases the problem of disability for persons living with accidents
and diseases and reduces the rate of satisfaction of this right.
4. Delayed intervention initiatives for treatment and habilitation, and this
