Mental health of the child and their Internet addiction
1) Current situation
61. According to a 2008 survey by the Seoul School Health Promotion Center, the incidence of
Attention Deficit Hyperactivity Disorder(ADHD) among the elementary school students in Seoul was
rated at 3.8%. A 2009 publication by the Ministry of Health and Welfare shows that 29.9% of the
secondary school students ever suffered from depression in 2005 and the rate was on the rise,
recording 41.4% in 2006 and 41.3% in 2007.
62. According to a 2010 publication by the Statistics Korea, child suicides numbered 280 in 2005;
233 in 2006; 310 in 2007; 318 in 2008; and 450 in 2009, showing a sharp annual increase. In
particular, the proportion of the children aged 15~19 was by far the largest, with 239 in 2005; 198
in 2006; 257 in 2007; 269 in 2008; and 369 in 2009.
63. The 2009 study of the National Information Society Agency reports that about 938,000 (12.8%)
of those aged 9~19 were addicted to the Internet and 187,000 (2.6%) of them belonged to a high
risk group which requires an immediate treatment. In a similar survey conducted by the Ministry of
Gender Equality and Family among the children ranging from fourth graders in elementary schools
to freshmen in junior high schools, it was found that about 20,000 (1.65%) of them belonged to the
high risk group of Internet addition.
64. The Periodic Report mentions 'providing mental health services' (para. 341), but fails to give
detailed information on the mental health services specifically for children. In addition, the Report
mentions the importance of early detection and treatment of mental disorders (para. 342), but also
fails to present details on how to implement the programs for early detection and treatment.
