As for the updates during 2018, things remained the same as in 2017. The Nablus CRC remained without furnishing and the Jenin CRC remained without operation. It should be noted that women’s detention centers and juvenile detention centers are not available in all seven CRCs spread across the West Bank. Assessment Objective After years of visiting places of detention in Palestine, ICHR aimed at conducting an assessment of the compatibility of CRCs in the West Bank and Gaza Strip with international standards for places of detention, with the objective of investigating the condition of the status of CRCs in Palestine in terms of their observance of minimum international standards for the rights of detained persons. This assessment contributes to identifying national priorities to improve the human rights situation in Palestinian prisons.The assessment also aims to: First: Determination of the national priorities for the improvement of the human rights situation in the Palestinian CRCs for persons deprived of freedom, and highlighting areas that require immediate attention and support from decision-makers.Second: Collection of preliminary data on the state of CRCs from a policy and procedural point of view and identification of gaps in them for the purpose of development. Third: Collection of preliminary data on the status of CRCs in terms of buildings, equipment and infrastructure to identify gaps in them for the purpose of development.
