Series of Places of Detention Assessment Reports (02) • Health care guarantees for inmates: The Nablus CRC provides, to some degree, health care guarantees for inmates, especially in light of the lack of a permanent general physician at the CRC (5 days a week until 02:00 pm). However, there is a full-time resident nurse at the CRC. Dental services are provided three days a week in a room separate from the general medicine room. However, the tools necessary to equip the clinics are either not available or old and worn out. A psychologist is available only when needed and through the Military Medical Services. The inmates’ medical examination is carried out at the Military Medical Services before their arrival to the CRC, and thus inmates are not examined upon their entry by the CRC itself according to the international norms in this regard. • In addition, there is no clear policy on appointing a qualified medical specialist, since the medical specialist is appointed by the Military Medical Services, and neither the CRCD nor the police are involved in that. Furthermore, there is no room for medical isolation inside the CRC. The medical specialist submits periodic reports to the prison’s administration about the quantity, quality and preparation of food; the extent to which the health and hygiene rules are followed in the CRC and its facilities; inmates’ health conditions; the hygiene conditions of the facilities; heating, lighting and ventilation in the CRC and the quality and cleanliness of the inmates’ clothes and their beddings. However, the specialist does not follow-up on the extent of compliance with the rules related to sport and physical education because there is no place to practice these activities inside the CRC. Furthermore, there are no health care guarantees in the CRC for people with disabilities. • Torture and the use of force: The Nablus CRC complies in an excellent manner with international standards for preventing the use of force against inmates and respecting their rights. • Procedures for receiving detainees/inmates: The Nablus CRC complies to some degree with the international standards regarding the procedures for receiving inmates and enabling them to be accommodated smoothly.
