Article 25 stipulates that the conseent regardin ng sexual acct would not be considered unless proved oth herwise. This Act provides for the conviction of offenders for up to twenty five years of im mprisonmentt and also denies d alleged perpetrators the righ ht to remain n silent, which otherwisse is permittted in the Constitution C . The enactm ment of thiss law along with the esstablishmentt of a Child Help Line increased i th he number of o child abuse cases lodgged with thee MoGFHR. The T current State mach hinery to deaal with the rights of the child needs to be adequ uately resourced, staffed d and stren ngthened. The FCPD units establisshed in thee atoll baseed police stations are also understaffed (there is only one o investiggator assigneed in the attoll based po olice station ns for child rights issues). Family an nd Children Service Centre (FCSC) were w establisshed in the atolls a by Ministry of Ge ender for thee purpose off extending its services to t the atollss and each ceentre in thee atoll is responsible fo or its servicee delivery to o all the islaands in the respective atoll. Howeever, due to o lack of hum man and finaancial resources and pro ofessional co ompetency of its staff, these cente ers experien nce difficultyy in fulfilling its mandatee and carryin ng out awareeness and outreach prrograms, fallling short to t meet thee objectivess of establisshment of these t centeers.
