• the need to ensure that children detained in immigration detention facilities, including unaccompanied minors, have access to and are encouraged to participate in educational services appropriate to their age, intellectual and English-language abilities. Fiji The ACJ recommends that the Fiji Human Rights Commission (FHRC) urge its government to address the following issues: • consider signing the ICESCR and the UNESCO Convention Against Discrimination in Education; • the need to provide additional support to improve the availability and quality of education infrastructure and teaching resources in rural and remote areas; • the need to adopt measures to minimise the impact of school fees and other education costs on the accessibility of education; • the need to improve access to qualitative data and improved evaluation of gender disparities in education in Fiji; • the need to review school curriculum and teaching materials to identify and eliminate gender bias; • the need to provide improved career counselling for female students to address traditional attitudes and to encourage broader career choices; and • the need to ensure that human rights education is included within the National Curriculum Framework. India The ACJ recommends that the National Human Rights Commission of India (NHRCI) urge its government to address the following issues: • consider signing the UNESCO Convention Against Discrimination in Education, the ILO Minimum Age Convention and the Worst Forms of Child Labour Convention; • the need to improve the quality of education infrastructure and education facilities, including sanitation and safe drinking-water facilities and classrooms and libraries; • the need to continue efforts to improve gender equality and gender parity throughout the education system; 19
