obligation is reinforced by several other international instruments.440
The reference to
“maximum available resources” is not limited to those existing at the national level, but also
to resources available from the international community through international assistance and
co-operation.441
Economic assistance and co-operation
The Special Rapporteur has analysed the evolution and trends of development assistance for
education as a means to enhance the capacity of receiving States to meet their obligations
regarding the right to education.442 She found that aid for education has (at least during the
1990s) increased within a diminishing volume of aid and that, contrary to common belief,
most aid for education goes to higher rather than primary education.443
The Dakar Framework affirms that no country seriously committed to Education for All will
be thwarted in achieving this goal by lack of resources.
The international community
acknowledges that many countries currently lack the resources to achieve Education for All
within an acceptable timeframe. Consequently, new financial resources, preferably in the
form of grants and concessional assistance, must be mobilised by bilateral and multilateral
funding agencies, including the World Bank and regional development banks, and the private
sector.444
According to the Dakar Framework, initiatives of the international community aimed at
developing the strategies and mobilising the resources needed to provide effective support to
national efforts could include:445

increasing external finance for education, in particular basic education;
•
ensuring greater predictability in the flow of external assistance;
