2.3.Information sharing:
2.3.1. to ensure that responses can be taken as soon as possible and practicable
to disperse the unlawful assembly;
2.3.2. information regarding and associated with the protest must be obtained
from multiple information sources to decide on the best Security Plan
suited to the circumstances of the protest; and
2.3.3. the information thus collected by the police should be disseminated
throughout the police force and shared with the commanding officers of
the tri-forces as far as possible and practical.
2.3.4. Intelligence should be gathered through the analysis of information thus
collected, in order to formulate a Security Plan unique to the
circumstances of the protest.
3.
Procuring and preparing necessary equipment
3.1.Equipment involved in benign crowd control methods, non-lethal weapons (e.g.,
water cannons, tear gas canisters), and lethal weapons should be readied for
crowd control of an unlawful assembly.
3.1.1. Weapons in law enforcement shall be designed and produced to meet
legitimate law enforcement objectives and to comply with international
human rights law, as per the Office of the United Nations High
Commissioner for Human Rights (OHCHR) ‘Guidance on Less-Lethal
Weapons in Law enforcement’.
3.1.2. To that end, weapons and equipment should also be subject to
independent testing by the Government Analysts Department and health
authorities if necessary. (e,g, particularly the chemical composition of
tear gas)
