Section 6: Conclusion 109.These Guidelines are a step towards a better understanding of the right to a decent home grounded on Te Tiriti. They provide an overall framework on which we can all build while taking into account evidence of what works. The Human Rights Commission developed the Guidelines as a framework, and other organisations may wish to do further work to elaborate issues such as: a) clarifying what a decent home means for tangata whenua; b) clarifying the shared responsibility of central and local government to deliver the right to a decent home grounded on Te Tiriti; c) developing and applying the eight key features of the right to a decent home grounded on Te Tiriti (section 3); d) designing a human rights-based housing strategy, grounded on Te Tiriti, with the right to a decent home at its centre; e) preparing detailed guidance about disability and the right to a decent home grounded on Te Tiriti; f) preparing detailed guidance on the rights and responsibilities of renters; g) inquiring how to enhance the constructive accountability of central and local government in relation to the right to a decent home grounded on Te Tiriti; 40 Human Rights Commission h) elaborating the core obligations of immediate effect relating to the right to a decent home grounded on Te Tiriti (section 4); i) clarifying the responsibilities of the private sector in relation to the right to a decent home grounded on Te Tiriti (section 5); j) advancing the practical implementation of the right to a decent home grounded on Te Tiriti. In 2019, the UN Special Rapporteur on the right to adequate housing published a report which sets out Guidelines for the Implementation of the Right to Adequate Housing (Appendix 3). 110.All stakeholders are encouraged to develop and apply the framework provided by these Guidelines, with a view to enhancing the right to a decent home grounded on Te Tiriti for everyone in Aotearoa.
