Annual Report 2016 To overcome inadequacies in human resources Commission is currently exploring ways to recruit qualified personal, train and adopt measures to retain them. In addition, NHRC is embarking on a new strategy in partnership with leading universities of the country. The programme will provide the opportunity to young graduates to work with NHRC and contribute towards upholding human rights in Bangladesh. 2. Coordination and cooperation with Civil Society Organizations(CSOs), Human Rights Defenders (HRD)and Media The ANNI report on the Performance and Establishment of National Human Rights Institutions in Asia has raised concerns about fast depleting space for CSOs and HRDs to engage in main stream human rights activities. Thus, the report is urging NHRIs to provide more opportunities and platforms to CSOs and HRDs to engage and to continue advocating and promoting human rights. The Commission is engaging with non-governmental organization both at the national and regional level. The challenge has been to make this interaction structured and comprehensive which at present either event or incident base. The nine thematic committees of the Commission are expected to address this issue gap. The thematic committees are dedicated to work on specific areas in the human rights sector and are comprised of commission members, representatives from government, CSOs, CBOs, INGOs, UN agencies and so on. The committees meet on a regular basis, be responsible for coordination, promote and foster cooperation among the participating agencies. Based on a well-structured annual work plan, it undertakes joints events, fact finding missions and research. The priority areas of engagement are identified based on the accepted recommendations of the Universal Periodic Review, concluding recommendations of the treaty bodies, the 7th five year National plan and contemporary/emerging issues in the sector. Media plays a vital role in the Human Rights sector. The international, regional and local journalists and editors are to report human rights issues accurately – provide needed background, avoid any kind of bias and protect the identity of victims of human rights. The NHRIs have a valuable role to play in assisting the media to better understand human rights principles and help them to report human rights issues without factual inaccuracies. The Commission maintains a close collaboration with the media. It has been able to effectively use the national media to disseminate information on human rights to the masses and use them as a plat form to facilitate healthy debates on human rights issues in the country. 3. Reporting obligations under International Bangladesh is party to 8 out of nine core human rights treaties. This requires regular data collection, well-articulated indicators to measure progress and regular monitoring consultation. Often due to time constrains and other limitations the reports due to the treaty bodies are delayed. 34
