Annual Report 2016 3.3 NHRC and ICT Digital Bangladesh is an idea that denotes the use of ICT for management, administration and governance to ensure transparency, accountability and answerability at all levels of society and state. ICT is the backbone of any digital initiative. ICT covers the vast area of information technology, communication technology and the telecommunication technology. NHRC has undertaken several ICT initiatives to digitalise the service of NHRC. NHRC has successfully launched its new website developed in National Web Portal Framework with assistance of A2i program of Prime Minister’s office. More than 25,000 websites and 42,000 government offices are connected to National Web Portal of Bangladesh. For digitalization and improvisation NHRC installed Local Area Network (LAN) on its own headquarters where more than 30+ computers and 10+ printers are connected in a single Network also updated its bandwidth limit. NHRC has recently established 10Mbps dedicated full duplex bandwidth through Optical Fiber cable connection. NHRC is working with Bangladesh Computer Council to get own web server. NHRB has a Complaint Management System Application that will be host and run from own web server provided by BCC. People can everywhere lodge a complaint through this Complaint Management System. Most promising and challenging initiative that has been taken by NHRC and is under process is setting up a Video Conferencing System. A live video conference is much more effective than a phone call in many challenging situation. It is expected that after installing video conferencing system, NHRC can arrange hearing, improve complaint handling mechanism, and mange all stakeholders through connecting all the upazillas, districts and divisional government offices. Lots of future initiatives are in the pipeline of NHRC’s planning policy including human rights awareness through ICT and human rights educations through ICT to grass roots people of country, integration of e-tendering and e-filing system to enhance operational functions of the Commission. 27
