NHRC Recommendations
25. The NHRC is pleased to see the Government adopt a child alternative
care policy in early 2022 19 and would propose following
recommendations:
(1) Strengthen professional competence of and support for
caregivers, increase family-based care resources, and develop
policies to encourage and stabilize kinship placement.
(2) Establish a whistle blower protection mechanism for child sexual
abuse cases in organizations and strengthen the professional
competence of professionals working in the organizations in
handling sexual abuse and harassment cases.
(3) Visit the 37 placement organizations to find out why they did not
receive complaints or suggestions, following the spirit of NPM.
The NHRC also recommends that children's organizations
relocate the suggestion box to a safely secluded place so that
children can file complaints or give their opinions without
concerns. Meanwhile, organizations should make the complaint
process more friendly to encourage children to use it.
