KEY RECOMMENDATIONS
T
he CHR echoes the call of the CEDAW
Committee on the need to accelerate substantive
equality for women, taking into account the needs
and vulnerabilities of women facing multiple and
intersecting forms of discrimination. Towards this
goal, the Commission recommends the following:
ON POLICY / LEGISLATIVE
MEASURES
1. For the State to identify responsible agencies,
and to strategize and implement the concluding
observations of the CEDAW and the CESCR
Committees;
2. For the concerned government agencies
to act on the recommendations of the
Commission contained on the National Inquiry
on Reproductive Health Report, including
recommendations on the amendment /review of
discriminatory policies and decisions to ensure
that the State and LGU policies are consistent
with the State’s obligation under CEDAW and the
CESCR;
3. For the Congress to revisit the MCW
and to include punitive sanctions for acts of
discrimination not falling within the coverage
of other laws on women, but which nevertheless
constitute discrimination against women and
are direct violations of the rights enumerated
therein;
4. For the Legislature to formulate, propose and
enact legislations to address and provide remedies
for emerging forms of VAW including sexual
harassment and violence committed through and
via social media and the ICT; violence against
women in the form misogyny and hate speech;
and violence directed to women but connected to
wider struggles for self-determination, as in the
case of violence directed against indigenous and
Moro women;
5. For the Commission on Elections to ordain
and institute a code of conduct for candidates
aspiring for public office and political parties to
respect and adhere to human rights principles
and standards, be gender-sensitive, and adopt
platforms that promote the human rights,
particularly of women; and
