In the Commission’s 2023 report into the Use
of Hotels as Alternative Places of Detention, the
Commission emphasised that:
One factor that does not routinely form
part of the existing risk assessment is the
impact that not being escorted outside of
the detention facility may have on the health
or wellbeing of the individual detainee.
For example, non-attendance at a medical
appointment… may negatively impact upon an
individual’s physical or mental health.82

RECOMMENDATION 19:
The Department and Serco should
ensure that all its use of force
policies, guidelines, decision-making
documentation and training clearly
state that the use of handcuffs or other
restraints when accessing external
healthcare appointments should be
recognised to cause harm and should
be avoided as far as possible.
