Ⅴ. NHRC Recommendations︱ • Improving labor conditions and ensuring equality The most immediate issue for foreign fishermen is their labor conditions. Areas of domestic and international concern in the labor conditions of fishermen included overtime, excessive hours, wages not paid in full, inadequate shipboard living conditions, and lack of food and water aboard the ship. Other labor rights issues included staying too long at sea and not being able to dock for long periods of time. Different legislation On November 30, 2021, Commissioner Wang Yu-ling gave a report on fishermen’s working conditions during a press conference for the release of the NHRC Foreign Fishermen’s Human Rights Special Report. 087 NHRC Chairperson Chen Chu and Minister without Portfolio Lo Pingcheng each delivered a speech during the press conference.
