Low-skilled or unskilled foreign fishermen are at high risk in terms
of occupational safety, health, and abuse. Academics11 stated that distant
water fishing vessels employ fishermen overseas to replenish their foreign
workforce as quickly and cheaply as possible. There is, however, no
established supervisory or inspection mechanism to determine whether
fishermen have the appropriate fishing knowledge or health and safety
awareness, never mind whether the fishermen have undergone adequate
training on occupational health and safety.
