Control Yuan Investigations︱ Control Yuan Investigation Report approved on May 5, 2021 (110財調0008): Employment Broker System and Management of Foreign Fishermen in Taiwan In 2020, the Yilan District Prosecutors Office investigated a case of unethical brokerage and filed charges against the suspect under the Human Trafficking Prevention Act. The broker had forced domestically-hired foreign fishermen into becoming black market foreign workers by maliciously reporting them as missing. The statuses of fishermen hired overseas cannot be established if they were not properly reported by fishing ship operators or brokers, turning them into phantom workers on the high seas. The absconsion rates for fishermen hired domestically or overseas are both higher than for foreign workers in other industries. 039
