of the exis�ng Act, no significant step has been discernible to do away with these
shortcomings. However, the Commission has submi�ed a proposal to the Ministry of Law,
Jus�ce, and Parliamentary Affairs for amendment.
1.3.3 Key lessons learnt

Strategic Partnerships: It is important to have a partnerships strategy to
enable the NHRC to enhance its collabora�on and complementarity with
key partners towards implemen�ng its mandate.
b. Managing Expecta�ons: It is important to priori�ze human rights
interven�ons based on the NHRC’s capacity and realis�c results within a
given period.

Percep�on of Impar�ality: The NHRC maintained its neutrality in pursuing
its work. Thus, there is a need for the Commission to balance diplomacy
and confronta�on while addressing human rights concerns.
d. Results Framework: It is cri�cal to develop and implement a concrete
results framework aligning the NHRC’s day-to-day ac�vi�es to outputs and
desired outcomes to realize the desired impact in implemen�ng its
mandate.

Opera�on During Extraordinary Situa�on: It is impera�ve to develop strategy
to func�on effec�vely during unprecedented catastrophic situa�on like the
Covid 19 led pandemic.
