Ero Right to Livelihood, Credit, Capital, and Technology — All possible assistance shall be provided to womenincluding returning women migrantsin their pursuit of owning, operating and managing businessenterprises towards the promotion oftheir economic rights and independence. Assistance shall focus on the availability of the following: credit, training andtechnology, information, packaging and marketing, and social protection. A. Department of Finance (DOF), DTI, Bangko Sentral ng Pilipinas (BSP), People's Credit and Finance Corporation (PCFC), GovernmentFinancial Institutions (GFls), and Microfinance Institutions (MFIs) shall formulate and implementpolicies, plans and programsto give womeneasy and preferential accessto capital and credit for business enterprises. DOLE, TESDA, NAPC, DOST, DTI, DSWD, DA, DOF, BSP, Technology Resource Center (TRC), and other Business Support Organizations (BSOs) shall ensure availability of skills trainings, business-related training, and livelihood capability programs for women potential entrepreneurs and women entrepreneurs. DTI, DOST, TRC, and BSOsshall provide trainings focused on packaging, marketing, product development, upscaling enterprises and venturing into exports, and shall ensure availability and access of women to business guides, business matching, business templates for start-ups, as well as business counseling. GovernmentService Insurance System (GSIS), SSS, PCFC, DOF, DTI, and BSP shall enhance access of womenentrepreneurs/potential entrepreneurs to credit and capital through: 1. Simplified insurance instrument through contract standardization; 2. Lowered transaction costs through cost-minimizing monitoring systems and efficient incentive schemes; 3. Affordable and transparent benefits and payments; andflexible payment schedules; and 4. Promotion of organized groupsfor easy accessto credit and capital. DA, DAR, DENR, NCIP, and DOLEshall develop guidelines to ensure that: 1. Womenshall not be discriminated uponin their share of the produce of farms and aquatic resources, furthermore,to consider their reproductive and domestic functions thus equal returnsofthe value of work shall be recognized; and 2. Womenentitlements to agriculture and other forms of assets shall be ensured and recognized basedontheir rights and contributiontoits total value. DOLEandits attached agencies shall ensurethe integration of returning women migrant workers into the labor force through the provision of incentives to companies whowill provide employmentto returning OverseasFilipino Workers (OFWs),the elimination of any barriers to employment qualifications of migrant women workers,and the establishment of benchmark on the numberoftraining hours to enhance knowledge and skills of OFWs. Ea A Rightto Education andTraining Accessto Skills Training and Retraining - Womenshall be given the opportunity to benefit from skills trainingif they so desire before taking on job overseas, and possible retraining uponreturn to the country. Towards this end, the DOLE,throughits attached agencies, and other concerned offices, apart from predeparture orientation seminars for overseas bound workers, shall ensure the provision ofthe following: 73
