functions such as access to features and content offline while ensuring the security of
the data available.
8. Ensure that the guidelines are clear, specific, simple, and coherent during health
emergencies or other humanitarian emergencies, including policies on the distribution
of emergency subsidies. This is to make sure that the benefits and entitlements of
citizens during the crisis get to the right beneficiaries timely.
a. Remedial mechanisms must be put in place to check and impose corrective
measures against erring officials. These mechanisms should be accessible,
effective, and responsive.
b. Urge service providers to have a standard processing time of applications for
benefits, loans, and other social security services to set member’s expectations
and hold those accountable in case of unreasonable delays.
9. Educate the public on the technological process as to how online applications to the
social security programs should be done. But since not all populations are tech-savvy,
have the necessary equipment to avail the services online, government services should
still be accessible physically, either via walk-in or phone calls.
10. Create a more enabling environment where women can participate in the labor market
at par with other members of society. Women’s unpaid care and domestic work, which
is critical to all economic activity, should be recognized and duly compensated through
the social security programs of the government.
a. Develop non-contributory social security schemes or targeted social assistance
schemes to cover the loss or lack of earnings of women due to their inability to
obtain or maintain decent employment on the ground of the unequal burden of
household and care work of women. This should include paid maternity leave,
perinatal, childbirth and postnatal care, care in the hospital, where necessary and
old-age benefits.
11. Provide active labor market programs for WIES who want to enter into formal
employment. They should be provided access to education, skills training, and
professional development to expand their opportunities for employability and
productivity to enhance their labor mobility and income security, particularly for those
who might prefer work over livelihood.
