63 The right to social security of the workers in the informal economy/ sector services, ensuring the wide reach of the population including the low-income and removing the structural barriers that traditional banking procedures have. 19. Best practices of the Pasig LGU should be highlighted. While none of the participants were able to avail of the same, these programs may be replicated in local government units “not just [to give] financial assistance but also [empower] and [create] new entrepreneurs. 20. It is noted with deep concern that a significant number of the participants have not been consulted by the government on policies relating to the right to social security. Public consultation and participation on matters of public concern are central to good governance and human rights. It is the active involvement of the public in the formulation of policies, legislative measures, and programs as well as in monitoring the implementation that safeguards the rights of the people and ensures an efficient, transparent, and accountable government. Also, with public participation, the insights of affected groups are taken into account and the voices of the most vulnerable are amplified. VI. Recommendations The Commission recognizes with much appreciation that tangible progress has been achieved in the right to social security of the workers in the informal economy/sector. The enactment of the Universal Health Care Law and the implementation of the TUPAD, SAP, as well as Pangkabuhayan sa Pagbangon at Ginhawa programs, are among the notable progress. However, as observed, the accessibility and availability issues continue to present challenges for the sector. Without appropriate and responsive policy measures, workers, specifically those working in the informal economy, face a high risk of falling into poverty and will experience greater challenges in regaining their livelihoods during the recovery period. The Commission, thus, recommends the following: 1. Execute and concretize the provisions under the Philippine Development Plan 20172022 on Human Capital Development, specifically on “enhancing labor mobility and income security- enhance income support and emergency employment,” “food resiliency and reducing vulnerabilities,” and “mitigating the risks faced by vulnerable
