As to the standard setting, they have a basic organization structure, standard chart of accounts, and standard reporting systems for the utilization of the cooperatives. Furthermore, Ms. Reyes reported that CDA conducts cooperative inspections nationwide as part of the Membership and Public Protection Program; and cooperative examinations as well if needed. Lastly is the issuance of Memoranda and Circulars on Compliance with laws and regulations in terms of calamities and crises under the Cooperative Regulatory Relief Program.113 As per the Legal Services offered by the CDA, Ms. Reyes shared that they conduct the membership and public protection program or cooperative investigation, settlement of disputes among members, officers, directors, and committee members, mediation and conciliation, voluntary arbitration, quasi-judicial, and legal assistance.114 Pasig City Local Government Unit For the consultations, we also invited local government units (LGUs) to present their projects and programs for workers in the informal economy/sector. Atty. Diego Santiago, who is the Assistant City Administrator and Head of the Local Economic Development Office was able to present the Pasig City LGU’s initiatives for those in the informal economy/sector as well as for unemployed or underemployed individuals.115 “Tulong at Pampuhunang Ayuda sa Taga-Pasig” (TAPAT) Loan Program is an economic stimulus program aimed at not just giving financial assistance but also empowering and creating new entrepreneurs. It is geared towards increasing the capital of existing small business owners or assisting those who have been displaced during the pandemic.116 Loans are payable up to 2 years without interest except when they default, in which case the interest will start.
