56 The right to social security of the workers in the informal economy/ sector As of 16 June 2021, only 8.3 million are covered by SSS161 where 3.3 million are self-employed members while 5 million are enrolled as voluntary members. It could be noted though that only 294,702 are members of the KaltasSSS, 466,023 members of accredited cooperatives, and 78,834 are enrolled under the AlkanSSSya program. From these figures, it could be understood that less than half of the documented number of WIES are covered under the social insurancebased coverage. b. Government has to step up its efforts to develop a non-contributory social security scheme, other than for health care, to provide benefits in the event of the social risks and contingencies mentioned in the normative contents i.e. old age, unemployment, disability, among others. This scheme should include parttime workers, casual workers, seasonal workers, and the self-employed, and those working in atypical forms of work in the informal economy. Benefits should be provided to cover periods of loss of earnings by persons who are requested not to report for work during public health or other emergencies. 5. The representative of the PSA manifested that there is no formal definition of the informal sector despite the adoption of Resolution No. 15 Series of 2002 of the NSCB on the “Adoption of an Official Definition on the Informal Sector” as well as the definition of the “workers in the informal sector” and “micro-enterprise” adopted under the Republic Act No. 8425. Thus, it appears that the fragmented instruments defining employment in the informal sector and informal employment pose a huge challenge to the relevant government agencies to collect data and generate statistics. a. The “Guidelines concerning a statistical definition of informal employment” endorsed during the 17th International Conference of Labour Statisticians (ICLS) would be very useful in complementing statistics on employment in the informal sector with statistics on informal employment. b. The PSA has to take into account the guidelines mentioned to provide more clarity on the complex issue of generating statistics and ensure a more inclusive definition of the employment in the informal sector and informal employment. 6. According to PSA, there is also a drop for those employed as motorcycle drivers, as streetfood salespersons, and as street vendors in April 2021 in NCR.
