(2) Inspection intensity and goals Currently, labor inspections of distant water fisheries do not include occupational safety and health inspections, as the Fisheries Agency has not been granted authority similar to that of the Bureau of Industrial Parks under the Ministry of Economic Affairs. Consequently, the Fisheries Agency is limited to inspecting the labor conditions of foreign crew members, akin to the labor inspections conducted by local labor authorities under their jurisdiction. These inspections are governed by the Regulations on the Authorization and Management of Overseas Employment of Foreign Crew Members, authorized under Article 26 of the Act for Distant Water Fisheries. Occupational safety and health inspections and labor inspections for coastal and inshore fisheries remain the responsibility of labor authorities or labor inspection agencies specifically authorized under the Labor Inspection Act. This division of duties reflects the separation between labor inspections of fisheries and broader workplace safety regulations.
