As highlighted in recent investigation reports from the TTSB, fisheries work entails significant risks related to occupational diseases and injuries, making it one of the high-risk industries designated by the ILO. Poor sea conditions, insufficient knowledge of fishing gear, exposure to high temperatures requiring adjustments to work hours and rest, poor ventilation in living quarters, and prolonged time at sea without docking contribute to physical and psychological health risks for fishers. In addition to these risks, challenges on fishing vessels include limited medical care, inadequate personal protective equipment, difficulties accessing immediate medical attention, concerns over water and food quality, and challenges in solidarity among multinational crews. Japan and South Korea require offshore fishing vessels to have firstaid personnel or medical staff on board, but Taiwan's standards lag behind. Currently, there is no unified standard for medical supplies on vessels in Taiwan, with most of these determined by individual vessel owners or based on the coastal State's requirements for merchant vessels. Improving medical care and safety measures is recommended by equipping vessels with standardized medical kits, providing instructions understandable to fishers, and standardizing medical supply lists to enable collective procurement and lower costs. Furthermore, first-aid personnel should receive comprehensive training. Foreign fishers on Taiwanese fishing vessels should have clear access to medical services such as outpatient care, hospitalization, and dental care when vessels return to port, rather than having to rely on fundraising for severe cases. The TTSB’s reports on fishing vessel safety incidents also note that statistical data on fisheries—such as “fisheries statistics” from the Fisheries Agency, “maritime incident statistics for Taiwanese fishing vessels” from maritime authorities, and “occupational safety and hazard prevention education” and “major occupational accident case studies” from OSHA—are fragmented, with no systematic research on specific hazards and risks related to fishing vessels.
