ii. Recommendations
(1) Legislate on Wi-Fi installation on fishing vessels to ensure
fishers’ right to communication
The right to communication is a critical prerequisite for realizing labor
rights. Civil society groups advocate for the installation of Wi-Fi on fishing
vessels, with open access for fishers. This would allow them to enjoy the
core labor standards protected by the ILO, including the fundamental right
to freedom of association. Through wireless internet, fishers can connect
with each other for mutual support and collaboration, verify whether their
wages are fully paid, and, if caught in situations of human trafficking or
forced labor, promptly send evidence of violations and file complaints.
Additionally, Wi-Fi would help fishers stay in touch with their families and
friends, thereby ending their isolation during periods of offshore labor.
Fishing vessel operators hold reservations about the widespread use of
Wi-Fi; they argue that Internet access may distract fishers due to familyrelated issues or lead to early termination of contracts if emergencies arise
at home, causing inconvenience and financial loss for vessel owners.
Furthermore, the cost associated with installing Wi-Fi, including hardware,
monthly fees, and maintenance, represents a significant financial burden
for operators of smaller vessels.
That said, some operators recognize the potential positive impacts of
Wi-Fi. For instance, captains could use video conferencing to seek
technical assistance from engineers to repair onboard machinery or
communicate salary matters directly with fishers' families as well as
making video-based medical consultations easier. Nevertheless, they think
fishers' internet usage should be restricted. Operators also suggest that the
government enhance pre-departure training for fishers and provide
additional subsidies for Wi-Fi equipment and communication expenses to
alleviate their financial burden.
Article 19 of the UDHR states: “Everyone has the right to freedom of
