The number of migrant fishers protected under the Action Plan as of
the end of 2023 included 20,257 foreign crew members employed on
Taiwan's distant water fishing vessels (excluding 826 Chinese crew
members). These workers primarily came from Indonesia (13,860), the
Philippines (5,053), and Vietnam (1,075). Additionally, under the
Employment Service Act, 12,062 foreign crew members were employed
domestically, with the majority from Indonesia (9,468), Vietnam (1,353),
and the Philippines (1,227).
i. Implementation of the Action Plan
The Fisheries Agency consolidated feedback from relevant
government agencies, NGOs, and industry groups during the drafting of its
Action Plan. It also drew on international conventions to propose seven
core strategies—each with concrete objectives.
