3. A national institution shall, inter alia, have the following
responsibilities:
f) To assist in the formulation of programmes for the teaching
of, and research into, human rights and to take part in their
execution in schools, universities and professional circles.

Training and education
NHRIs should take an active role in educating all sectors of the
community. For example lawyers, journalists, doctors, medical
personnel, teachers, police, the military, senior public officials, the
judiciary and legislators, on the meaning and application of the
international law on torture, cruel, inhuman or degrading treatment
or punishment.
