Active participation is one of the most important factors promoting learning and there are a range of participatory training techniques NHRIs can use, from carousels and case studies to fishbowls and roleplay exercises.103 Training will also be more impactful when it acknowledges and draws on the professional expertise and practical experience participants bring to the course. Insights from practice: The Human Rights Commission of Malaysia (SUHAKAM) has conducted training programmes for various enforcement agencies, exposing participants to the nine core international human rights instruments and their principles.
